Abstract:
In a scientific article the formation and activities of the Cooperation Council of Turkic Speaking States were analyzed. A review of the main issues was held at the summit meetings of the Board. The role of the Council in strengthening and developing relations between the Turkic states was also discussed. These countries cooperate in the framework of international organizations from the same point of view. Azerbaijan plays a special role in the development of initiatives of the Cooperation Council of Turkic Speaking States.

Abstract:
In the presented work an attempt to theoretically rethink the existing approaches of understanding of the major conceptual continuums at children's psychiatry and clinical pathology is undertook. It is considered that the concepts "health" and "illness" — it is two important aspects of life which are closely connected and deeply interdependent among themselves. Though health represents a state that opposite to an illness, it can be connected with it various transitional states which have no clear boundary. Especially it is obvious for such complex problem as mental norm and mental pathology. Not incidentally today in science there are two approaches to understand a state of health: negative and positive ones.

Abstract:
The article deals with the attempts to overcome dynamic theory of the classical philosophy of Martin Heidegger. The article shows how Heidegger tries to separate the existential and categorical understanding of time from each other, and by this bypass natural scientific understanding of time. In human being all three time modules becomes merged. The philosophers call this phenomenon "synthetic temporalities". The mentioned theory is subjective and does not say anything about real time independent from the consciousness.

Abstract:
The article analyzes the socio-philosophical concept of the term "globalization", the variety of historical forms of implementation of the humanity globalization, the threats to the national identity of the population across the world in the XXI century. The last are instigated not only near contemporary intellectual currents, but also by the objective formation of the mass multicultural environment of existence, the extension of which is caused by the action of the institutions of neo-liberal global economy and the spread of information technology, linking humanity by the means of anonymous power systems. To resist the symbolic violence of mass culture "global consumer", by the author`s opinion, is capable the sensible public policy that combines tradition and modernity in the horizon of preservation of national identity.

Abstract:
The article subject is the conceptual nuclear of the positive-dialectical epistemology programs. The author demonstrates its possibilities and advanced from the trancscendentalism, positivism and postpositivism epistemological conceptions. He formulates the seven main sentences of positive-dialectical conception: 1) nesessity the system approach for solution the problem of demarcation scientific knowledge; 2) the social nature of scientific investigation; 3) the plural and contradiction character of the system scientific knowledge; 4) the methodological pluralism in the science as on the scientific areal and disciplines as on the levels of scientific knowledge; 5) the double determination of scientific knowledge: object and sociocultural; 6) the dynamic of the scientific exchanges includes continuality and discretcions, generalisation and negation of old knowledge, internal and external factors; 7) the philosophical reflection on the scientific investigation and its dynamics is the necessity point of scientific progress.
